Resolving Windows 11 "Print Dialog" Redirection and Outbound Fax Errors in Windows Fax and Scan

23 May 2026, 11:52 AM

Applies to: HIRO H50228 & HIRO H50371 USB Fax Modems

Operating System: Windows 11 (All editions and builds, including Home/Pro 24H2 and 25H2)

1. Symptom

When you attempt to send an outbound fax using Windows Fax and Scan, instead of dialing immediately, Windows opens a modern printer menu (the Unified Print Dialog) showing "This app doesn't support print preview."

If you click Cancel to exit this printer screen, the transmission aborts, and you receive the following error message:

"The message could not be sent. An error has occurred."

2. Why This Happens

In Windows 11, Microsoft introduced a modern, AppX-packaged printing interface. When Windows Fax and Scan tries to convert your document into a fax-compatible format, this new print dialog intercepts the request. Because the new dialog runs in a restricted, sandboxed container, it cannot communicate with the legacy virtual "Fax" printer queue, resulting in an aborted transmission.

3. Verified Hardware Compatibility

We have fully tested our modems under the latest Windows 11 operating systems to ensure complete peace of mind.

4. Step-by-Step Resolution

To bypass the restricted Windows 11 print container and route faxes directly to your HIRO USB modem, configure Windows Fax and Scan to always run with elevated permissions. This forces the system to use the stable, legacy print pipeline.

Method A: Always Run as Administrator (Recommended)

  1. Close Windows Fax and Scan if it is currently open.

  2. Open File Explorer and navigate to:

    C:\Windows\System32\

  3. Locate wfs.exe (the executable binary for Windows Fax and Scan).

  4. Right-click on wfs.exe and select Properties.

  5. Click on the Compatibility tab.

  6. In the Settings section, check the box labeled "Run this program as an administrator".

  7. Click Apply, then click OK to save the changes.

Now, launch Windows Fax and Scan using your normal desktop or taskbar shortcut. When you click Send, the modern print dialog will be bypassed, and your HIRO modem will immediately begin dialing and transmitting your multi-page document.
